Neary Smart Business is one enablement layer for women entrepreneurs to learn, record, formalize, connect, finance, and grow — built on Cambodia's existing rails, not a new banking platform.
Why Neary exists
Women run the majority of Cambodia's businesses, but almost none of them cross from micro-enterprise into the SME tier — the “missing middle.” No platform in Cambodia previously connected business registration, guarantee-eligibility screening, and lender matching as one journey.
Neary closes that gap as scaffolding on top of existing institutions — banks, KHQR/Bakong, CGCC, and financial-literacy programmes — so that everyday business activity can turn into a stronger, finance-ready business.
Neary prepares and connects. We do not lend.
Every lending decision is made solely by CGCC and licensed partner banks/MFIs. Neary's role ends at a document-complete, consented referral.
Institutional partners & funding model
Three layers, each contributing something the others can't — published quarterly, not held privately.
Development donor
Funds the Programme Management Unit (PMU) for a fixed term, with LinkIT360 as technology partner and PMU operator, against published deliverables.
Banks, telcos & sponsors
Fund Award-to-Reward programmes — real business inputs for entrepreneurs who reach specific milestones, and Neary's early revenue line.
Government
MoWA, MISTI, and MEF contribute legitimacy and data access rather than budget — opening doors a private platform could not open alone.
Named local partners, not a Phnom Penh-only website
Each participating province has a named nodal agency director as the local point of contact for entrepreneurs and mentors.
